The Union government’s new ‘Guidelines Governing Adoption of Children 2015’ have now come into effect and the government also launched a revised IT application for adoption of children called Child Adoption Resource Information and Guidance System (CARINGS) that has also been made operational.
The guidelines are aimed at strengthening regulation for the adoption of orphans, and abandoned and surrendered children and will make it possible for prospective adoptive parents (PAPs) to track the status of their applications and set timelines for domestic and inter-country adoptions.
Under the new system PAPs need not approach adoption agencies, they can register online and upload relevant documents to determine their eligibility. In cases of inter-country adoptions all applications will be accepted online on CARINGS. The system will also provide real-time information on children available in adoption agencies across the country.
